Job Description

Overview

The Health and Safety Advisor is responsible for ensuring the highest standards of health, safety, and environmental (HSE) compliance across all operational areas of Jones Skips (Wolverhampton) Ltd, including plant operations, yard operations, transport, garage/workshop, recycling processes, and office-based departments. The role provides professional HSE guidance, conducts inspections and risk assessments, and ensures that all staff work safely and in accordance with legal, regulatory, and company requirements. This role plays a key role in promoting a positive safety culture and enabling operational teams to achieve business results safely and responsibly.

Job Responsibilities:

Health & Safety Compliance

• Ensure compliance with all relevant UK health, safety, and environmental legislation, including the Health and Safety at Work Act, PUWER, LOLER, COSHH, RIDDOR, and Waste Management Regulations.
• Maintain and update company HSE policies, procedures, and safe systems of work.
• Conduct regular site inspections across yard, plant, transport, garage, and recycling operations to identify hazards and ensure compliance.
• Ensure all machinery, plant, and equipment meet safety standards and inspection requirements.

Risk Assessment & Safety Systems

• Develop, review, and update risk assessments, method statements (RAMS), and safe operating procedures.
• Support operational managers in implementing control measures and monitoring their effectiveness.
• Conduct workplace audits, behavioural safety observations, and hazard-spotting activities.
• Ensure compliance with environmental controls, waste‑handling procedures, and pollution‑prevention measures.

Incident Management

• Lead or support investigations into accidents, near misses, and unsafe conditions.
• Produce detailed investigation reports with root‑cause analysis and corrective actions.
• Track and monitor incident trends to support continuous improvement.
• Ensure timely reporting of RIDDOR incidents and maintain accurate HSE records

Training & Competence

• Deliver toolbox talks, safety briefings, and induction training for new starters.
• Support the development of training matrices for plant operators, drivers, yard staff, and workshop teams.
• Ensure staff are competent in manual handling, vehicle safety, plant operation, fire safety, and emergency procedures.
• Promote a proactive safety culture through engagement, coaching, and communication.

Operational Support

• Work closely with yard supervisors, transport managers, plant operators, and garage teams to ensure safe working practices.
• Support safe traffic management systems, including vehicle movements, pedestrian segregation, and loading/unloading procedures.
• Monitor PPE compliance and ensure appropriate equipment is available and used correctly.
• Assist with environmental monitoring, including dust, noise, emissions, and waste‑handling controls.

Documentation & Reporting

• Maintain accurate HSE documentation, inspection records, and compliance logs.
• Prepare monthly HSE performance reports for senior management.
• Support external audits, regulatory inspections, and accreditation processes (e.g., ISO 45001, ISO 14001).
• Ensure all safety signage, notices, and documentation are up to date and displayed correctly.

Continuous Improvement

• Identify opportunities to improve safety performance and operational efficiency.
• Support the implementation of new safety technologies, systems, and processes.
• Promote best practice across all departments and encourage staff participation in safety initiatives.

Qualifications

• NEBOSH General Certificate or equivalent H&S qualification.
• Experience in health and safety roles within waste management, recycling, transport, construction, or industrial environments.
• Strong knowledge of UK HSE legislation and regulatory requirements.
• Experience conducting risk assessments, audits, and incident investigations.
• Ability to communicate clearly with staff at all levels, including operatives, supervisors, and senior management.
• Strong organisational skills and attention to detail and ability to influence behaviour and promote a positive safety culture.
• Competent in Microsoft Office and HSE reporting systems.
• Proven experience in health and safety advisory roles within industrial or corporate environments.
• Strong knowledge of local health and safety legislation, regulations, and standards.
• Certified in first aid with the ability to provide immediate assistance during emergencies.
• Skilled in report writing with the ability to clearly document incidents, inspections, and corrective actions.
• Proficient in root cause analysis techniques to identify fundamental issues behind safety incidents.
• Ability to prioritize tasks efficiently in a fast-paced setting while maintaining attention to detail

Experience:

• Waste management: 3 years (required)
• Waste transport: 3 years (preferred)
• Construction: 3 years (preferred)
• Waste collection: 3 years (preferred)
